LAKE VICTORIA LOOP PRELIMINARY CONCEPT VISION

Destination Stratford is in the early exploratory stages of an exciting destination development project. The Lake Victoria Loop project vision is to create a year-round, accessible, 3.3km complete loop including a 335 metre raised boardwalk that connects people, nature, and Stratford’s cultural heritage through a vibrant and sustainable public waterfront. This is a project for everyone, in every season.

Building on the strategic direction established by Destination Stratford’s 2030 Strategic Plan, the Lake Victoria Loop is envisioned as a welcoming destination for residents and visitors alike—supporting everyday recreation, cultural experiences, community gathering, and seasonal programming while providing meaningful connections to the landscape and the Avon River.

Sustainability will be fundamental to the vision, guiding how the shoreline, natural systems, infrastructure, and public spaces are planned and managed for long-term resilience. Through thoughtful design, universal accessibility, and sensitive environmental stewardship, the Lake Victoria Loop will become a distinctive public asset that remains inviting, functional, and connected to Stratford for generations to come.

The feasibility phase is intended to explore the opportunities, constraints, and investment required to realize the vision, while considering long-term value and financial feasibility. Investments should strive to create equitable value for both residents and visitors, supporting a waterfront that serves the community while strengthening Stratford’s appeal as a destination.

Lake Victoria Loop Overview

The concept vision includes 2 phases:

PHASE 1
COMPLETING THE LAKE VICTORIA LOOP: COMBINING A PROPOSED 1100 LINEAR FOOT BOARDWALK WITH SHORELINE AND ECOLOGICAL IMPROVEMENTS CONNECTING PEOPLE WITH THE WATER

PHASE 2
COMPLETE A YEAR ROUND, ACCESSIBLE, AND SUSTAINABLE CONNECTION FOR A LAKE VICTORIA LOOP WITH IMPROVEMENTS TO PARK AMENITIES, ACCESSIBLE PATHWAYS, IMPROVED CONNECTIONS, SHORELINE EROSION & A SENSITIVE FOCUS ON ECOLOGICAL SUSTAINABILITY

Note that this potential destination development community infrastructure project is not included in the City of Stratford’s 10-Year Capital Plan, and as such would require funding sources from outside of the City’s operational budget / net tax levy.

Topographical and Legal Survey Research

Destination Stratford continues project due diligence by researching and shortlisting experts for a topographical and legal survey.

Presentation to the City of Stratford Board of Park Management

The Board of Park Management unanimously approved-in-principle the Lake Victoria Loop concept as outlined in the Preliminary Feasibility Study, allowing Destination Stratford to continue with next steps of project due diligence including complementary studies regarding legal, topography and environmental needs for the geographic area noted in the study.

Preliminary Feasibility Study Presented to Destination Stratford Board of Directors

The Board of Directors agreed unanimously for staff to move forward with further presentations seeking feedback/approvals.

Request for Proposal Awarded

The contract for the Preliminary Feasibility Study was awarded to Ghent Landscape from nearby Petersburg, Ontario.
